Widget tollbar drag & drop
Hi Guys,

Is there a way to have a widget toolbar on the page tab similar to the webpart toolbar?

Hello.

Regrettably, so far we do not plan it, but you can suggest it as a feature on Kentico User Voice. As for custom implementation, this cannot be done without a full source code.
