The default behaviour of Banner rotator web part is that if you set the same Banner category for multiple instances, each one of them will display the same banner everytime. So in order to avoid this, I would recommend that you split those banners into multiple categories and assign a different one for each instance of Banner rotator or make a new category with the same banners and just set Weight property the other way around (it indicates the frequency in which the banner will be displayed on the live site).

The third option is modify the code file according to your needs directly - ~\CMSWebParts\BannerManagement\BannerRotator.ascx.cs file.
