Mobile Site
On the kentico e-commerce site out of the box, it is configured to work on a mobile device. Is there any setting that needs to be configured for it to behave this way? If a site is stood up based on the e-commerce site, should it not behave the same way?

I would recommend to use our mobile devices functionality described in articles below. It allows you to setup your web site for mobile devices.

Creating mobile pages
Creating page layouts for devices
Creating device profilers

Mobile development

Technically yes. ALTHOUGH if you modify any of the styles this could affect the overall site functionality. You might try to read the articles posted above for a good reference.
