Do you mean that the services are still running?

If so, this is correct. Since uninstalling you are just deleting the installation folder in Program files (by default) and not the web site project from your web root or virtual directory - the services are connected to the web application and not to the install directory (you do not need to have the install directory on the server at all - e.g. after you deployed the web site from a dev box).
