Hello.
1. Regrettably no. This is not available out of the box and it is not being considered.
2. It is not available out-of-the-box, however depending on the specification you can use the e-mail templates, newsletters or other modules to achieve desired functionality.
3. I am not sure what the exact functionality should be - exact module is not available, but I guess it should be possible to use some of the existing with some modifications to achieve your needs.
4. Not available by default, can it can be developed or you can integrate some third party module (you could use new feature in version 6.0 – Integration bus).
