I was wondering if there are any permissions that can be applied to filter the list of web parts per site and/or role? It would be handy to restrict web parts via site as we are building multiple websites, with differing editors of different level of experience.

Regrettably this kind of functionality is not implemented in Kentico CMS yet, so you would need to implement it by yourself, but is not that difficult. Please follow the link below to other topic, where I already answered the same request:
