Hi,

Is it possible to change the toolbar used in 'New thread' of the forum to the WYSIWYG toolbar similar to the one which is available to add a blog post?

Hello,

In this case FCK Editor uses toolbar called Forum that you can define according to your needs. I would recommend you to read the following section of Developer’s guide to get more information how to modify the toolbar:
Defining custom toolbars.
