What's different between blank website & blank website aspx type ?

Hello,

The Blank website is intended for portal engine whereas the blank website aspx is designed for aspx templates. If you are not familiar with the difference between these two approaches, I would like to point you to the following section of Developer's guide: Portal templates vs aspx templates.
