We have a social site where members can contribute to the site by addling posts

When users are adding posts they are copy pasting the title of the post in to the title field (regular input field) on the site, which is getting converted in the to the url

we are having issues with some special characters such as (I think from MS Word): ” “ ‘’ so far most the issues have come from these quotes and a long dash -

These work fine: - " '

Is there any way to prevent this or convert these correctly when creating the URL?
