I've configured a workflow for content so that editor approval is required before publishing. I only want this on content creation however, is there an easy way to accomplish that?

I've experimented with workflows and winding the workflow forward to publish, but I'm having trouble determining whether the document is being created or just updated (OnAfterUpdate is called in both cases).

Any ideas?
