Generate static HTML files and publish to web servers

Suppose I have the setup like this:

CMS app server A in the intranet, and several web servers (not the app servers) on the public net. Once contents are ready to go, CMS will generate only HTML files with correct href link inside files, and send to those web servers.

Is it possible? Can be customized? If so, how much work would be involved?
