So to get a bigger picture here. You are working only on local development, is that right? The CSS styles are working with the preview mode in the CMS Desk, but when you test the site the CSS is not loading?

Can you view the source code of your site and take a look if the CSS stylesheet is being loaded of if it gives e.g. a 404 error for your stylesheet?

Also if you can take some pictures and post them to explain your issue better it would be great.

Mike, whats your local environment setup like? Is it installed in the root of a website in IIS? How about on your QA server, root of IIS? If not this could cause problems if you are manually adding your css and js files.
