Could you check if you have any other licenses specified, which are for lower editions or are expired? Please make sure there are none left for both instances. If you find any, you can just delete them.

Additionally, would it be possible for you to apply the latest hotfix (7.0.47) since there were several bugs fixed in the meatime related to Staging module which could affect this error.
