i want to create custom web part for add comments to my albums document type
and the insert will be popup form
what the best solution to that

First, there are some built-in modules you can use to comment the content:

Another option is to develop custom web part with required functionality as per http://devnet.kentico.com/docs/devguide/developing_web_parts.htm
