Certified Developer v7	adam - 4/19/2013 3:23:11 AM web part draging not snapping to web part zone Subject line pretty much says it all. i'm uising v7.0.30 and have tried this in chrome and Firefox (latest versions) and it just want snap to the zones. is this a bug?

Hello.

It is not a bug as it seems not being objective problem (so far, we cannot reproduce it). Do you face this problem on some default sample site, or some custom template? Is there any custom JavaScript included in the template? Can you see any related info in your Event log (Site Manager / Administration section)? Thank you in advance for clarification.

Regrettably, this is very individual and may depend not only on what JS library you use, but also how and where they are linked. I would recommend reading these two FAQ articles about using custom jQuery libraries and avoiding a conflict with default one:
