We have two websites which are currently being developed which I'm having trouble enabling content versioning for. Both sites are on version 7.0.63.

In the Site Manager > Settings > Content Management on the Site level I've enabled "Use automatic version numbering" and set "Version history length" to 30. I've disabled "Use check-in/check-out" for now, but I've tried with this setting enabled and disabled with the same result.

I've compared these settings to the settings we've used for other website's in the past and they match. The other past websites do have the Version tab under Properties.

Is there anything I may be missing, or is there another way to ensure versioning is enabled?
