Hello,
You probably use ASPX page tempalte for that Contact 2 page (Site Manager -> Development -> Page templates -> (Contact 2) page template -> Template type) or you don't have a right to see the Design tab (CMS Desk -> Administration -> UI Personalization -> (your role) -> Content (module))
