Request ability to edit Custom Site Settings
through usercontrol.

UserControl should implement interface with 2 functions ( Validate, Save).

Site should provide field to save usercontrol name which provide editor interface for Custom Site Settings.

Editor can be load at "Site settings" bellow standard settings.
