[5.5.0] Workflow e-mails don't use global setting for sending as plain text only
I had set the global setting for e-mail message format to plain text only. The site used inherit setting. Then I walked through a standard approval workflow where I entered some text in the comment box at the moment of approval.

The actual e-mail received used the HTML part of the workflow e-mail template. If I leave the HTML part of the e-mail template completely empty, the system will still send the empty message.

It seems the workflow module does not read the global setting or I am missing another setting to control the message format for the workflow e-mails.

Hello,

Regrettably, I was unable to reproduce this issue. Could you please let me know if it happens only for workflow e-mail templates, or if it happens for some other templates as well? Could you please try to set format to 'Both' and check if the plain text version is attached to the e-mail then?
