Scrolling does not scroll to the end in From tab in IE8 and FF3.6

Today I install last hotfix 5.5.29 and got a problem.
In the articles form scrolling from the right does not scroll to the end and I can not see last fields such as public from. Same in Blog post form too.

I think it has something to do with this
"Content -> Design tab - In special cases, scrolling didn't work correctly when using IE8"

I check it in FF3.6.12 and got the same problem.
