There is no web part to create a forum, as it could without using the CMS Desk?

Don't believe so..

But you could just create a web part that inserts a row into the dbo.Forum_Forums table that's where the forums are stored.

Hello.

You can create a new forum group(s) and forum(s) only in CMSDesk -> Tools -> Forums (http://devnet.kentico.com/docs/devguide/creating_a_new_forum.htm).
Currently, we do not have a web part for creating a new forums from live site.
