The main logon form has a built in option, which enables the "Forgotten password" link. You need to check the option "Allow forgotten password retrieval". If you need the same link on the logon mini form, you need to add the link manually. Please check the source files of the logon form to see, what code generates the link. The code is located in the file ~\CMSWebParts\Membership\Logon\LogonForm.ascx.
