Hi,
Is it possible to merge shopping cart preview and payment gateway step and on submit will redirect to a customize paypal payment gateway page? Thanks

Yes, you can customize the checkout process according to your needs. You need to ensure that all necessary data are available (customer name, adress, currency, items in shopping cart) - so you can merge the steps and then perform action as you need to.
