Copying a document to another is appending a 1 on the end of the new culture version

I don't know why but for this one document, when I click on the french version of it (there's no french version of it currently), then select copy from another language, it appends a 1 onto the end of the url.

It didn't do this for any other document except this one. How can I remove it? it's causing an issue with my language switcher, and the client doesn't want numbers appended to the end of urls.
