Is it possible to create a Submit to Approval workflow before publish, that the administrator can bypass?

I created a new workflow and added only CMSEditor role thinking that only the editor that would see the submit to approval button, but the administrator has to click that too, which means unnecessary clicking as they don't need to approve work they have just done.
