how to STOP documents beening created in other culture

I have a multi-languge site.
when I create a document in one lang it appear in pother with this option:

The document does not exist in current culture. You can create a new culture version of the document

Is there a way to stop this. meanning, a document shpoudl only appear on the culture it was created.

Hi,

This document does not exists in given culture, as it is written in the error message. This is the way it works. If you will disable this, how would you create the documents in other cultures? This indicates, that the document of this node does not have given culture and you can create it in this culture. It appears only in CMS Desk and the document is not visible in that culture until it is not created.

You can "disable" by not using multilingual configuration.
