Could you please follow these steps:
In Administration -> Users you can select the user and modify his/her settings and set wich culture should be the default: content and UI default culture.
Then, for example you can create user role named "FrenchUsers" and add to this role all users that will be allowed to edit the French version. After this, please go to CMS Desk, click on the root document -> Properties tab -> Security and add this role and allow appropriate permissions. You can also add other roles and deny them permissions (www.kentico.com/docs/devguide/authorization_permissions.htm in section managing local permissions). This permission setting should be inherited to all documents under the root node.
