I am not sure what you mean with “Editable Text option” because there is no such property in Editable Image web part in a Portal engine (I suppose that you use a Portal engine because of placing on its forum).

The standard way of adding a link to an Editable Image is with the help of FCKEditor. Please find the icon with the Earth and a chain (its context help is Insert/Edit link) and follow the dialog in a pop-up window.
