This was in 2.1a

I worked around it since it wasn't a big deal. Just moved the webparts in the layout view of the template configuration.

This was a site that was exported from 2.0b and imported into 2.1a. We had lots of problems getting the site to import, so I'm not sure whether that may have come into play or not.
