Gets newest messages.

Max count

sinceWhen

Type: System.Nullable<DateTime>
Since when

isFirstRequest

Type: System.Boolean
True if this is the first request (client does not have sinceWhen yet)

chatUserID

Type: System.Int32
Current user ID (whisper messages will be filtered for this user)
