What controls CMS users seeing the Reject/Publish buttons for content changes?

Custom MVC site under Kentico 11

In the Permissions app I am trying to find which check box for which module controls whether or not an editor can see the Publish button when editing content.

A user can make webpage changes then save them and then hits the Submit for Approval button. Then the button row changes and she can see the Reject and Publish buttons, so she pushes Publish and her content changes are published.

Where do I go to see how she got that ability? I'm worried that others may have it also.

It is about the workflow step permissions. See the documentation on this topic. Or, if the user is in a role with "Manage workflow" permission (Content module), then the users in this role are "workflow admins" and can manage any workflow in the site and manage any step of the workflow.
