We have set the proper permissions so the app pool user running the site has read, write, delete, modify permissions on the app_data and CMSSiteUtils folders. We can export files and I can see them sitting in the CMSSiteUtils folder. I can download an export file through SFTP and I can delete an export file from the CMS. But a user can not download an export file through the UI. I keep getting a 404 error message.
Looks like the .zip mime type was missing from IIS. Consider this issue solved. thanks
