Please check how you set up Environment and How you mapped Site domain name & Presentation URL from Sites --> General section.

May cause is Presentation URL not configured correctly.

Refer this: https://docs.xperience.io/k12sp/configuring-kentico/managing-sites/managing-site-licenses/kentico-licensing-for-mvc-applications

When you take the backups to your local machine, add the hosts entry for that domain - are you able to reproduce the issue? This will show whether the issue is in Kentico or in the environment. When I tried using the domain name in my hosts file and the same license keys, it is working fine.
