I save tags in my BlogPost and they show up in the DocumentTags field in the View_CONTENT_BlogPost_Joined table but no DocumentTagGroupID exists. How do I tie my Blog to the Blog Tag Group I created and then how do I save Tags to it?

On your blog main page (www.domain.com/blog) go to the Properties>Metadata and set the Page tag group. You will then want your child pages to inherit that group (which I believe they do by default).
