The second option in the menu on Design tab for the layout (green bar) uses a javascript function. But this function is only included on the page (by the PortalManager) if the layout has at least one CMSWebPartZone (yellow bar). If the layout doesn't have a CMSWebPartZone control yet, then the Edit layout option does not work.

This article shows how to solve the bug with functionless country selector for bizform, if the bizform is used as an inline control, not as a web part. If you use a bizform in an editable region as an inline control and select “USA” in country selector, then “Alaska” is always saved to database, regardless what country has been really chosen.
